Boulder City was exceptionally rare as an example of a town fully planned under government supervision. The sheer scale of the dam and the duration of the project required the Bureau of Reclamation to consider the construction of a semi-permanent town rather than a temporary arrangement. The casino was popular with Boulder Dam construction workers who lived in Boulder City, where alcohol and gambling were prohibited. It is the longest operating casino in Nevada. It opened as the Railroad Pass Club on August 1, 1931.
